Northern Colorado Sector Partnerships define phases as follows:

Launching: this phase includes new sector partners that are in the process of establishing a mission, organizational structure, and key areas of focus
Emerging: this phase includes sector partners that have fully launched and are working toward an initial milestone
Engaged: this phase includes sector partners that have high levels of engagement and are continuously achieving new milestones and undertaking new initiatives
Established and Growing: this phase includes sector partners that are established, have high levels of engagement and are growing in impact
Established and Static: this phase includes sector partners that are established, have medium to low engagement, and are staying consistent in impact
